Northwest vs Doola vs Firstbase vs ZenBusiness vs Bizee vs Billionnaire: 3-Year Cost for a Non-Resident Without an SSN
Six services, one scenario: a founder without a Social Security number who needs a Wyoming LLC, an EIN and a registered agent. Every price was read on the provider's pricing page on October 18, 2026, and the totals include the state fee. We also list what each competitor does better than we do.
How this comparison is built
Every price on this page was read on the provider's own pricing page on October 18, 2026. The scenario is the one most of our readers are in: a non-resident founder without a Social Security number, forming a Wyoming LLC, who needs three things: the formation filing, an EIN, and a registered agent. The totals include the $100 Wyoming state formation fee (official fee schedule effective July 1, 2026).
Two things are deliberately left out. The Wyoming annual license tax of $60 is paid to the state by every client of every service, so it does not change the ranking. Mail forwarding, virtual addresses and bookkeeping are options with different scopes at each provider; they are mentioned but not added. Where a provider shows no separate price for an EIN application without an SSN, we use the displayed EIN price and say so.

1, 2 and 3-year totals: Wyoming, non-resident without an SSN
Formation plus $100 state fee plus EIN plus registered agent, year by year. For Firstbase, the agent is a separate yearly line and is counted from year 1. For ZenBusiness, Bizee and LegalZoom, the displayed EIN price is used; none of the three displays a separate price for an applicant without an SSN.
| Provider | Year 1 | 2 years | 3 years | Note |
|---|---|---|---|---|
| Bizee Basic | $170 | $319 | $468 | $0 + $100 + $70 EIN; agent $149 from year 2. No price shown for an SS-4 without SSN. |
| Northwest | $339 | $464 | $589 | $39 + $100 + $200 EIN without SSN; agent $125 from year 2. |
| ZenBusiness Starter | $398 | $597 | $796 | $0 + $100 + $199 agent + $99 EIN. No price shown for an SS-4 without SSN. |
| doola Starter | $397 | $694 | $991 | $297 subscription per year + $100. Everything stops if the subscription stops. |
| LegalZoom Basic | $428 | $677 | $926 | $0 + $100 + $79 EIN + $249 agent per year. |
| Firstbase Start | $498 | $797 | $1,096 | $99 + $100 + $299 agent per year. Form 5472 filing offered at $899 per year, not counted. |
| Billionnaire Wyoming | $590 | $789 | $988 | $590 setup, all included; agent $199 from year 2. No subscription. |
Read plainly: on a three-year horizon, Billionnaire is below doola and Firstbase, close to LegalZoom, and above Northwest, ZenBusiness and Bizee. The three cheaper American services do not display a price for an SS-4 application without an SSN (Northwest does, at $200, and is counted with it), and none of them serves you in French.
Our grid, stated plainly
Billionnaire's prices on English pages, in US dollars:
| Line | Price | Included |
|---|---|---|
| Setup, New Mexico | $490 | $50 state fee, registered agent year 1, Form SS-4 prepared and faxed to the IRS with tracking, client dashboard |
| Setup, Wyoming | $590 | $100 state fee, registered agent year 1, SS-4 fax, client dashboard |
| Setup, Delaware | $690 | $110 state fee, registered agent year 1, SS-4 fax, client dashboard (the $400 Delaware annual tax remains yours) |
| Registered agent renewal, all states, from year 2 | $199 per year | Statutory agent address, state notices forwarded |
| Mailroom (option) | $29 per month | US address, mail scanned and forwarded |
| FinCEN watch (option) | $49 per year | Weekly check of the FinCEN page and a dated exemption attestation for your file |
No subscription is required to keep the LLC alive. After year 1, the only recurring line is the registered agent, which the state makes mandatory. Three-year totals by state: $888 in New Mexico, $988 in Wyoming, $1,088 in Delaware, state annual charges not included.
What each competitor does better than us
A comparison that only lists our strengths is an advertisement. Here is what each of the five does that we do not, read on their pages on October 18, 2026.
- Northwest Registered Agent is cheaper in every year, with the lowest agent renewal of the group at $125, and it runs its own agent offices in every state. If you have an SSN, its $50 EIN service is hard to beat.
- doola bundles a US address with the subscription, and sells tax and compliance packages ($1,999 per year) and a "Business-in-a-Box" ($2,999 per year) for founders who want bookkeeping and filings handled by the same provider.
- Firstbase offers a Mailroom ($35 per month or $315 per year), files Form 5472 for a non-US-owned LLC at $899 per year, and forms Delaware entities for startups that will raise money. We do none of those three today.
- ZenBusiness has the cheapest entry point for a founder who already has an SSN, and its Pro and Premium plans fold the EIN into a yearly price.
- Bizee is the lowest first-year total of the group, with formation at $0 plus state fee and the agent free in year 1. For a tight budget and an SSN, it wins on price.
- LegalZoom has the widest range of adjacent services and a brand most American counterparties recognize.
Two French-speaking services are also in the market. Easy LLC displays 499 EUR once, state fees not included, and LLC Express displays 799 to 1,299 EUR including tax for its packs. At the fixed 1.10 conversion rate we use for reading them, that is about $549 plus state fees, and $879 to $1,429. Both offer support in French; LLC Express does not display its renewal price.
What Billionnaire does not do
So that the comparison is complete in both directions:
- No bank account promise. We prepare the file (formation document, EIN letter, operating agreement template). Mercury, Wise and the others decide. Relay, for instance, requires a physical US address for every owner; we say so rather than list it as an option.
- No C corporation. We file LLCs in three states. A founder planning to raise venture money in Delaware is better served elsewhere.
- No Form 5472 preparation today. It is a yearly federal obligation for a foreign-owned LLC, with a $25,000 penalty for not filing. We flag the date in the dashboard; the filing itself is yours or your CPA's.
- No guidance on legal or tax questions. We cite the public texts and refer you to a CPA or an attorney for your own situation. Our guide on why the S corp question is closed for non-residents is an example of how far we go: the rule, the source, and nothing more.
How to choose
If you have an SSN and read English comfortably, Northwest or Bizee will cost you less, and we would rather say it than lose you three weeks in. If you have no SSN, want the SS-4 fax handled with tracking, want the state fee inside the price, and want a provider that answers in French as well as English, Billionnaire is built for that case, at $490, $590 or $690 once and $199 a year afterwards.
Before any of that, make sure the entity is worth having: Do You Need an LLC? Pros and Cons of Not Having One lists the cases where the honest answer is no. And if Delaware is on your list, read why its annual tax is $400, not $300 before you compare anything else. The EIN procedure itself is in How to Get an EIN Without an SSN.
Frequently asked questions
Which LLC formation service is cheapest for a non-resident without an SSN?
On the prices displayed on October 18, 2026, for a Wyoming LLC with formation, EIN and registered agent: Bizee Basic at $170 in year 1 ($0 formation, $100 state fee, $70 EIN, agent free in year 1), then Northwest at $339 ($39, $100 state fee, $200 EIN for an applicant without an SSN). Billionnaire is $590 in year 1, state fee and SS-4 fax included.
Why does Northwest charge $200 for the EIN without an SSN?
Because the application cannot be made online and has to go through Form SS-4 by fax or mail. Northwest displays $50 with an SSN and $200 without, prices read on October 18, 2026. The EIN itself is free from the IRS.
Is doola cheaper than Billionnaire over three years?
No. doola Starter is a $297 per year subscription plus state fees: $397, $694 and $991 over one, two and three years for Wyoming. Billionnaire is $590, $789 and $988. The gap closes to $3 at year 3, and doola stops everything if you stop paying.
What does Billionnaire not do?
We do not open bank accounts and do not promise one, we do not form C corporations, we do not prepare Form 5472 today, and we give no legal or tax guidance. We file the LLC, provide the registered agent, transmit Form SS-4 by fax and sell a dated FinCEN exemption attestation.
Are the state's annual charges included in the totals?
No. The Wyoming $60 license tax, the Delaware $400 annual tax and the absence of any annual report in New Mexico apply to every client of every service, so they are left out of the comparison and listed separately.
Non-resident, no SSN, and you want one price with everything inside?
Billionnaire files the LLC in Wyoming, New Mexico or Delaware, provides the registered agent for year 1, and prepares and faxes Form SS-4 to the IRS with tracking. No subscription, no bank account promise, no corporations, no advice.
Setup is $490 in New Mexico, $590 in Wyoming and $690 in Delaware, state fees and SS-4 fax transmission included; registered agent renewal is $199 per year from year 2.
